Family Responsibility
I strongly follow monogamous Tamil family values. I have the practical experience of supporting and guiding a child and ensuring their education at least up to the 10th standard. I understand that responsible public service begins with personal and family responsibility.

Criminal Background
I am prepared to submit the necessary declaration, police verification report or legally valid supporting records. I agree to truthfully disclose any past or present criminal case, legal proceeding, conviction or pending investigation. I understand that hiding such information may result in rejection or cancellation of my application.

Freedom from Addictive Habits
I have never been involved in smoking, alcohol consumption or other addictive habits during my lifetime. I agree that I will not adopt such habits in the future. I strongly support efforts to eliminate alcohol, tobacco, narcotics and other harmful addictive substances from society.

Farming Background or Recognised Expertise
I come from a farming background or possess practical knowledge of agriculture and understand the challenges faced by farmers. I believe that agriculture can create significant employment and that farmers must live with dignity. If I am not from a farming background, I possess recognised expertise in an important professional, technical, artistic or public-service field.

Language Ability
I am able to read, understand and communicate effectively in Tamil and English. I possess sufficient language skills to understand public issues, official information and the responsibilities of public service.

Digital Knowledge
I have sufficient knowledge to operate computers, mobile phones, internet services and other digital tools required for communication, administration and public service. I am willing to improve my digital skills whenever necessary.

Financial Independence
I currently have a lawful source of income or sufficient financial stability. I believe that the legitimate salary and allowances provided by the government for public office will be sufficient to support my family. I will not seek illegal income, corrupt payments or unlawful financial benefits.

Government Payments and Financial Discipline
I have paid all applicable government dues, including electricity charges, business tax, property tax, income tax, land tax and other lawful payments. I have responsibly managed my bank loans and financial commitments. I agree to truthfully disclose any pending tax matter, unpaid government due or loan default.

Physical and Mental Fitness
I possess the physical health, emotional stability and mental strength required to work sincerely and continuously for the public. I am willing to undergo any reasonable physical or mental health assessment required during the verification or training process.

Lawfully Earned Wealth
I confirm that my income, savings, property, land, jewellery and other assets have been acquired through lawful and ethical means. I am willing to provide truthful information and supporting records regarding my income and assets during the verification process.

Zero Tolerance for Corruption
I strongly believe that corruption seriously harms society — it is like creating a cancer within public life. I will neither offer nor accept bribes. I will not misuse public funds, abuse authority or support corrupt practices. I agree to work towards transparent and corruption-free governance.

I have never knowingly participated in activities that seriously pollute land, water or air. I understand that pollution harms people, nature and future generations. I pledge that I will not participate in activities that pollute the five natural elements — land, water, fire, air and space.

I understand the principles of justice and good governance associated with the great King Manu Neethi Cholan. I believe that good governance must be brought into our democratic system. I support the creation of a strong Arasu Avai consisting of qualified experts from agriculture, healthcare, education, science, law, administration, industry and arts.

I agree to serve all people equally without discrimination based on religion, caste, community, language, gender, place of birth or social background. I will not misuse religion, caste or community identity for personal or political advantage. I identify myself as a Tamilian, an Indian and a responsible human being.

The 18 eligibility criteria are internal ethical and public-service standards established by the Manuneethi Foundation. They are separate from the statutory qualifications prescribed under the Constitution of India and applicable election laws. Application, verification, training or certification by the Foundation does not guarantee nomination by any political party, legal eligibility to contest elections, selection as an election candidate, electoral success, appointment to public office or endorsement by any government authority. Every applicant must independently satisfy all applicable legal requirements for contesting elections in India.
